/ Just temporary personal notes/ Ayin ha-rah (or a.k.a. "Evil Eye") is a concept given place in Judaism and even more so in "Jewish" mysticism. It's an Identifier of one with evil intent (an accuser, envious one, ...). Many believe such a gaze (stare) can carry (or lead to) effects on that which its focused... 

Some communities even carry a well known prayer recited against such a force: 

Its called "The Hida's Prayer Against 'Ayin Hara' "

In the Mishnah the “evil eye” simply denoted that its possessor could not bear with equanimity the good fortune of others. In this sense the term is used in contrast to the “good eye,” the possessor of which enjoys seeing others happy and successful.

("equanimity"- mental calmness, composure, and evenness of temper, especially in a difficult situation.)

Pro.6:12-15 A naughty person, a wicked man, walketh with a froward mouth.13 He winketh with his eyes, he speaketh with his feet, he teacheth with his fingers;14 Frowardness is in his heart, he deviseth mischief continually; he soweth discord.15 Therefore shall his calamity come suddenly; suddenly shall he be broken without remedy. (25).

Many believe that Yoseph was immune to evil eye and that his descendants can claim immunity via his shem. The amulets you see with an eye in two hands with thumbs out is connected to the mention of Yoseph having immunity.

 The Talmud (Brachot 20b) does observe that one who does not covet what others have is less susceptible to the evil eye himself. The Babylonian Talmud carries many superstitious practices to ward off the harmful effects of ayin harah. There are evil people who are seeked after and paid for their "spiritual" services in removing the effects of evil eye. This concerns me that people who claim to be of the covenant would stoop as low as to give power to such mysticism in their lives that they would seek after evil eye ghost busters.
